प्रदेश में प्रारंभिक शिक्षा के स्तर में सुधार दिखाई देगा। मंत्रिमंडल ने 603 राजकीय प्राथमिक और 76 राजकीय उच्च प्राथमिक विद्यालयों को उत्कृष्ट विद्यालय (सेंटर आफ एक्सीलेंस) बनाने का निर्णय लिया है। इन विद्यालयों में स्मार्ट क्लास, कंप्यूटर लैब, फर्नीचर जैसी समस्त सुविधाएं उपलब्ध कराई जाएंगी।
प्रदेश सरकार अब शिक्षा की गुणवत्ता पर विशेष ध्यान दे रही है। सरकारी प्राथमिक और उच्च प्राथमिक विद्यालयों में छात्रसंख्या घटने और अभिभावकों की घटती रुचि को देखते हुए सरकार को अब गुणात्मक सुधार के लिए कदम उठाने पड़ रहे हैं। इसे देखते हुए प्रदेश के ऐसे राजकीय प्राथमिक और उच्च प्राथमिक विद्यालयों को उत्कृष्ट बनाने का निर्णय लिया गया है, जहां छात्रसंख्या अच्छी है।
विद्यालयों के प्रति स्थानीय समुदाय की अच्छी धारणा को देखते हुए सरकार ने 679 प्राथमिक और उच्च प्राथमिक विद्यालयों को शिक्षा की उत्कृष्टता के केंद्र के रूप में विकसित करने का निर्णय लिया। इन विद्यालयों में अध्ययनरत विद्यार्थियों को कक्षाकक्षों में बैठने से लेकर अन्य सभी आवश्यक सुविधाएं उपलब्ध हो जाएंगी।
विद्यालय भवनों में नए कक्षाकक्षों का निर्माण किया जा सकेगा। पांच किमी की परिधि में राज्य के इन 679 विद्यालयों को कई भौतिक संसाधनों व सुविधाओं का तोहफा मिल सकेगा।
लोक सेवा आयोग में 30 अस्थायी पद होंगे सृजित
लोक सेवा आयोग के बढ़ते कार्य को देखते हुए सरकार ने यहां 30 नए अस्थायी पद सृजित करने का निर्णय लिया है। इन पदों पर संविदा के आधार पर कार्मिकों की नियुक्ति की जाएगी। ये पद एक वर्ष के लिए सृजित किए जा रहे हैं।
कैंपस बने कालेजों में यथावत रहेगी व्यवस्था:
मंत्रिमंडल ने अन्य निर्णय में तकनीकी शिक्षा विभाग के अंतर्गत संचालित छह राजकीय इंजीनियरिंग कालेज अब वीर माधो सिंह भंडारी उत्तराखंड प्रौद्योगिकी विश्वविद्यालय के कैंपस होंगे। इनमें प्रौद्योगिकी संस्थान गोपेश्वर, महिला प्रौद्योगिकी संस्थान देहरादून, डा एपीजे अब्दुल कलाम प्रौद्योगिकी संस्थान टनकपुर, नन्हीं परी सीमांत प्रौद्योगिकी संस्थान पिथौरागढ़, टीएचडीसी-आइएचटी नई टिहरी और बौन इंजीनियरिंग कालेज उत्तरकाशी सम्मिलित हैं।
मंत्रिमंडल ने इन कालेजों को जैसे हैं, जहां है के आधार पर कुछ शर्तों के साथ यह स्वीकृति दी है। इन सभी स्ववित्तपोषित संस्थानों को राज्य सरकार से वित्तीय सहायता नहीं दी जाएगी। साथ में सभी संस्थानों में निदेशक मंडल (बीओजी) यथावत कार्य करता रहेगा।
उपनल कार्मिकों को मासिक आधार पर मिलेगी प्रोत्साहन:
राशि मंत्रिमंडल ने उपनल कर्मचारियों को अब मासिक आधार पर प्रोत्साहन राशि देने का निर्णय लिया है। प्रदेश में अभी तक उपनल कर्मियों को त्रैमासिक आधार पर प्रोत्साहन भत्ता दिया जाता है। इसके तहत 10 साल की सेवा पूरी कर चुके कार्मिकों को 17,400 रुपये और 10 साल से कम सेवा वालों को 14,400 रुपये प्रोत्साहन राशि दी जाती है।
इस संबंध में पूर्व में भी निर्णय लिया गया था लेकिन तब वित्त विभाग ने इस पर आपत्ति लगा दी थी। इसके बाद से ही उपनल कर्मी प्रतिमाह प्रोत्साहन राशि देने की मांग कर रहे थे। ऐसे में अब मंत्रिमंडल ने इन्हें प्रतिमाह 5800 रुपये और 4800 रुपये प्रोत्साहन राशि देने का निर्णय लिया है।
भवन मानचित्र पर आवास विभाग ने दिया प्रस्तुतिकरण मंत्रिमंडल की बैठक में पर्वतीय क्षेत्रों में राजमार्गों के किनारे बनने वाले भवनों के मानचित्र स्वीकृत करने के संबंध में आवास विभाग ने विस्तृत प्रस्तुतिकरण दिया। सूत्रों की मानें तो इसमें जोशीमठ की घटना का हवाला देते हुए पर्यटन व औद्योगिक दृष्टि से विकसित हो रहे पर्वतीय क्षेत्रों में जिला विकास प्राधिकरणों को सक्रिय करने की बात कही गई।
कहा गया कि इन क्षेत्रों में सुनियोजित तरीके से विकास को गति देने के लिए भवन मानचित्र अनिवार्य किए जाएं। इसी में यातायात की दृष्टि से सड़कों के किनारे भवन निर्माण में भी मानचित्र बनाने की बात कही गई। इसके लिए 200 मीटर का दायरा प्रस्तावित किया गया, जिस पर मंत्रिमंडल में आमराय नहीं बन पाई।
मंत्रिमंडल ने लिए ये निर्णय:

सिंचाई विभाग के संरचनात्मक ढांचे में बदलाव को मंजूरी। शोध अधिकारी के 24 और सहायक शोध अधिकारी के 12 पदों को दी गई स्वीकृति।
हाईकोर्ट के निर्देशानुसार सिरौलीकलां को नगर पंचायत के रूप में गठित करने की अधिसूचना ली वापस।
