आगामी विधानसभा सामान्य निर्वाचन को निष्पक्ष व पादर्शिता से सम्पादित करने हेतु जोनल, सेक्टर मजिस्टेट व जोनल सेक्टर पुलिस आफिसर्स का प्रथम प्रशिक्षण सोमवार को प्रसार प्रशिक्षण केन्द्र बागजाला गौलापार मे आयोजित हुआ।
सम्बोधित करते हुये उप जिला निर्वाचन अधिकारी अशोक जोशी ने कहा कि शीघ्र ही विधानसभा सामान्य निर्वाचन होना है इसलिए सभी जोनल, सेक्टर मे तैनात अधिकारी अपने-अपने जोन व सेक्टरों मे भ्रमण कर प्रत्येक बूथ की वर्नबिलीटी की मैपिंग कर लें साथ ही बूथ की सभी व्यवस्थाये भी सुनिश्चित कर ली जांए। उन्होने कहा कि सभी जोनल/सेक्टर मजिस्टेट व पुलिस आफिसर्स आपस में फोन नम्बर शेयर कर लें ताकि समय-समय पर भ्रमण एवं बैठकें करने मे आसानी हो। उन्होने कहा कि सभी अधिकारियों का निर्वाचन वाट्सएप गु्रप बनाया गया है सभी प्रकार के आदेश, निर्देश वाट्सएप के माध्यम से निर्गत किये जायेंगे क्योकि पत्राचार मे समय लगता है इसलिए सभी अधिकारी वाटसएप गु्रप को भी समय-समय पर देखना सुनिश्चित करें। उन्होने कहा कि सभी सेक्टर, जोनल मजिस्टेट सक्रिय होकर कार्य करें तथा बूथ वर्नबिलीटी मैपिंग, संचार प्लान, रूट प्लान, बूथ व्यवस्थायें के साथ ही अपने-अपने सेक्टर क्षेत्रों के बीएलओ, थाना प्रभारी, बीडीओ, तहसीलदार आदि से भी परामर्श कर लें तथा मतदान केन्द्र में पूर्व के निर्वाचन में मताधिकार का प्रयोग मे किसी भी प्रकार का भय, प्रलोभन अथवा हस्ताक्षेप की सम्भावनाओं वाले गांवों, कस्बा, बस्ती, मोहल्ला का सेक्टर मजिस्टेट व पुलिस आफिसर्स संयुक्त रूप से निरीक्षण व बैठकें कर रिपोर्ट रिटर्निग आफिसर को देना सुनिश्चित करेंगे साथ ही उन्होने कहा कि वर्नबिलीटी वाले क्षेत्रो के मतदाताओ को उनके साथ बैठक करते हुये सेक्टर मजिस्टेट व सेक्टर पुलिस अधिकारी दोनो अपना फोन नम्बर भी देना सुनिश्चित करेगे। उन्होने कहा कि नये मतदान केन्द्रों का प्रचार-प्रसार भी किया जाए तथा सभी व्यवस्थाये उनमें पहले से ही सुनिश्चित कर ली जांए।
मास्टर ट्रेनर पंकज उपाध्याय ने तैनात सेक्टर, जोनल मजिस्टेटो को आदर्श आचार संहिता की जानकारी देते हुये कहा कि आदर्श आचार संहिता लगते ही हम सभी लोक सेवक निर्वाचन आयोग के अधीन हो जाते हैं। उन्होने कहा कि आदर्श आचार संहिता प्रभावी होते ही सभी सेक्टर मजिस्टेट अपने-अपने सेक्टर व बूथ क्षेत्रों में आदर्श आचार संहिता का अनुपालन कराना सुनिश्चित करेंगे साथ ही आचार संहिता प्रभावी होते ही तुरन्त प्रचार सामग्री को हटवाना भी सुनिश्चित करेंगे। मास्टर ट्रेनर पुलिस उपाधीक्षक शान्तनु पराशर ने वर्नबिलीटी मैपिंग की विस्तृत जानकारिया दी।
