राष्ट्रीय महिला आयोग के सहयोग से एवं उत्तराखंड राज्य महिला आयोग द्वारा एंटी ह्यूमन ट्रेफिकिंग को लेकर एक दिवसीय कार्यशाला का आयोजन किया गया। जिला सभागार में आयोजित कार्यशाला की अध्यक्षता करते हुए राज्य महिला आयोग की अध्यक्ष कुसुम कण्डवाल ने एंटी ह्यूमन ट्रैफिकिंग यूनिट के बारे में प्रकाश डालते हुए कहा कि इसका मुख्य उद्देश्य बंधुआ मजदूरी,देह व्यापार और बाल श्रम पर अंकुश लगाना है,इसी को लेकर आज कार्यशाला आयोजित की गई। इस दौरान कार्यशाला में प्रतिभागियों से सुझाव एवं फीड बैक लिया गया।
मानव तस्करी के विरुद्ध कार्य करने वाले सुप्रसिद्ध ऐक्टिविस्ट ज्ञानेंद्र कुमार ने प्रस्तुतिकरण के माध्यम से मानव तस्करी के बारे में विस्तृत जानकारियां प्रदान की। उन्होंने मानव तस्करी के प्रमुख कारणों को बताया। कहा कि बाल श्रम,गोद लेने के लिए बाल तस्करी,शादी के नाम पर वधु तस्करी,व्यवसायिक यौन उत्पीड़न, मानव अंगों के लिए मानव तस्करी एवं सोशल मीडिया का दुरुपयोग आदि मानव तस्करी के प्रमुख कारण है। उन्होंने कहा कि मानव तस्करी एक संगठित अपराध है इसकी सप्लाई चैन को संगठित होकर ही तोड़ने की आवश्यकता है। इसके लिए ग्रामीण स्तर तक कोर्डिनेशन कमेटी बनाई जाए। जिसमें आंगनबाड़ी, एएनएम,आशा,शिक्षक, ग्राम प्रहरी को शामिल किया जाय, इसके अतिरिक्त हर महीने में गांव में बैठक आयोजित कराई जाए। साथ ही तहसीलदार हर माह परिवार रजिस्टर की जांच करें। ताकि यह पता चल सकें कि कितनी लड़कियों की शादी जनपद से बाहर हुई है। मानव तस्करी को लेकर कोई घटना घटित होती है तो उसकी सूचना तुरंत नजदीकी पुलिस थाना,चौकियों में दी जाय।
कार्यशाला के उपरांत उत्तराखंड राज्य महिला आयोग की अध्यक्ष कुसुम कंडवाल ने मीडिया से बातचीत करते हुए महिलाओं एवं किशोरियों द्वारा आयोग में दर्ज मामलों के सापेक्ष निस्तारण का ब्यौरा मीडिया को दिया। उन्होंने कहा कि राज्य महिला आयोग के पास 1 अप्रैल 2022 से वर्तमान तक कुल 1309 मामले दर्ज हुए। जिसके सापेक्ष 607 मामलों का निस्तारण किया गया तथा शेष 702 मामलों में कार्यवाही गतिमान है। दर्ज मामलों में दहेज उत्पीड़न के 142 केस दर्ज हुए जिसमें 67 मामलों का निस्तारण किया गया,शेष पर कार्यवाही गतिमान है। इसी तरह दहेज हत्या का 1 मामला पंजीकृत हुआ जिसका निस्तारण किया गया। हत्या/आत्म हत्या के 11 मामले आये जिसमें 4 का निस्तारण किया गया। बलात्कार के 16 मामलों के सापेक्ष 6 का निस्तारण किया गया। शारारिक उत्पीड़न के 8 मामलों के सापेक्ष 2 का निस्तारण किया गया। मानसिक उत्पीड़न के 283 के सापेक्ष 134 एवं घरेलू हिंसा के 233 के सापेक्ष 106,भरण पोषण के 24 के सापेक्ष 11,सम्पति विवाद के 31 के सापेक्ष 10,देह व्यापार के 2 के सापेक्ष 1 एवं यौन उत्पीड़न के 12 के सापेक्ष 4 का निस्तारण किया गया। इसी तरह जानमाल सुरक्षा के 337,गुमशुदगी के 6,पेंशन 1,झूठे आरोप 2,अवैध सम्बंध 20,आर्थिक उत्पीड़न 17,धोखाधड़ी के 17,अश्लील हरकतें/छेड़खानी के 37 एवं अन्य 36 मामले दर्ज हुए। जिसमें अधिकांश का निस्तारण किया गया।
