प्रदेश में शराब की तस्करी रोकने के लिए सरकार ने शराब की कीमतें घटाने का निर्णय लिया है। इस कड़ी में शराब प्रति बोतल 100 रुपये से 300 रुपये तक सस्ती होगी। सरकार ने शराब पर गोवंश संरक्षण, महिला कल्याण और खेलकूद के प्रोत्साहन को प्रत्येक विषय के लिए एक रुपये के हिसाब से प्रति बोतल तीन रुपये सेस लगाने का भी निर्णय लिया है।
वहीं, देशी शराब में मिलावट रोकने के लिए इसे कांच की बोतल के स्थान पर ट्रेटा पैक में बेचने का निर्णय लिया गया है। राज्य में शराब से मिलने वाले राजस्व को इस वर्ष बढ़ाकर 4000 करोड़ रुपये रखा गया है। गत वर्ष यह लक्ष्य 3600 करोड़ रुपये था।
सोमवार को मुख्यमंत्री पुष्कर सिंह धामी की अध्यक्षता में हुई कैबिनेट की बैठक में तीन बिंदुओं पर चर्चा हुई। मुख्य सचिव डाॅ. एसएस संधू ने बताया कि बैठक में वित्तीय वर्ष 2023-24 की नई आबकारी नीति, एकल आवासीय भवन योजना में संशोधन और गौला व नंधौर समेत अन्य स्थानों पर संचालित हो रहे व्यावसायिक वाहनों की फिटनेस फीस पुरानी दरों पर ही रखने के शासनादेश को कैबिनेट के समक्ष रखा गया। तीनों विषयों पर कैबिनेट ने मुहर लगा दी।
प्रदेश की नई आबकारी नीति में कई नए प्रविधान किए गए हैं। इसके अंतर्गत उत्तराखंड में शराब की कीमतें अब उत्तर प्रदेश के समतुल्य ही रहेंगी। शराब के ब्रांड की कीमतों पर उत्तर प्रदेश के मुकाबले 20 रुपये से अधिक का अंतर नहीं रहेगा। इससे शराब की तस्करी पर अंकुश लग सकेगा।
आबकारी सचिव हरिचंद्र सेमवाल ने बताया कि पूर्व में जो भी लाइसेंस धारक शराब की दुकानों का संचालन कर रहे थे, उनमें विदेशी शराब की दुकान वाले लाइसेंस धारक 10 प्रतिशत और विदेशी शराब की दुकान वाले लाइसेंस धारक 15 प्रतिशत अतिरिक्त शुल्क देकर इन दुकानों का फिर संचालन कर सकेंगे।
शराब के सस्ते से लेकर महंगे ब्रांड की कीमतों को कम किया गया है। सामान्य रूप से अधिक बिकने वाले ब्रांड की कीमतों में 100 रुपये से लेकर डेढ़ सौ और महंगे ब्रांड की कीमतों में 300 रुपये प्रति बोतल तक की कमी आएगी। इनमें विदेशों से आयात होने वाली शराब भी शामिल है।
आबकारी नीति के मुख्य बिंदु:
एक वर्ष के लिए लागू होगी नई आबकारी नीति, पिछली बार दो वर्ष के लिए बनाई गई थी नीति।
उत्तर प्रदेश के मुकाबले अधिक महंगी नहीं होगी शराब, पहले था 150 रुपये से लेकर 500 रुपये तक अंतर।
पुराने लाइसेंस धारकों को दिया गया है दुकानों के संचालन का अधिकार।
जो लाइसेंस धारक नहीं चलाना चाहेगा, उन दुकानों की लगाई जाएगी बोली।
तय से अधिक कीमत पर शराब बेचने पर किया गया है जुर्माने का प्रविधान।
पांचवी बार शिकायत सही पाए जाने पर दुकान का लाइसेंस होगा निरस्त।
बार व रेस्टोरेंट स्थानीय दुकानों से ही क्रय करेंगे शराब।
एकल घर बनाने की राह होगी आसान:
कैबिनेट ने सरकार के सरलीकरण के मंत्र पर कदम बढ़ाते हुए एकल आवासीय भवन बनाने की राह आसान कर दी है। इस कड़ी में एकल आवासीय भवन योजना में नक्शे के मानक का शिथिलीकरण किया गया है। यदि कोई व्यक्ति लेआउट पास कालोनी में घर बनाना चाहता है तो वह स्वप्रमाणीकरण के आधार पर नक्शा विकास प्राधिकरण में जमा कराएगा। सात दिनों तक यदि इस पर कोई आपत्ति नहीं आती, तो उस स्थिति में स्थिति में नक्शे को पास माना जाएगा और आवेदनकत्र्ता भवन बनाना शुरू कर सकेगा।
