मुख्यमंत्री पुष्कर सिंह धामी ने मसूरी में लाल बहादुर शास्त्री राष्ट्रीय प्रशासनिक अकादमी में तीन दिनी चिंतन शिविर के माध्यम से एक तीर से कई निशाने साधे हैं।
कोरोना संकट के चलते दो वर्ष से ठप पड़े विकास कार्यों की गति देने और पर्वतीय क्षेत्रों एवं गांवों में सरकार की योजनाओं को पहुंचाने की चुनौती से निपटने के लिए नौकरशाही का साथ आवश्यक है।
वरिष्ठ अधिकारियों को नया टास्क थमाया:
सरकार और संगठन की युवा उम्मीद के रूप में धामी ने आला अधिकारियों में उन्हें साथ लेकर चलने का विश्वास जगाया। साथ में विकास के लिए तैयार किए गए नए रोडमैप के रूप में मंत्रिमंडल सहयोगियों और वरिष्ठ अधिकारियों को नया टास्क भी थमा दिया है।
मुख्यमंत्री के रूप में अपने दूसरे कार्यकाल के नवें महीने में पुष्कर सिंह धामी ने वर्ष 2025 तक सशक्त उत्तराखंड बनाने के संकल्प को पूरा करने के लिए पहाड़ों की रानी मसूरी को पसंदीदा स्थान बनाया तो उसके कारण भी रहे हैं।
शीतकाल की दस्तक के साथ सर्द हुईं मसूरी की पहाडिय़ों में आला अधिकारियों के साथ तीन दिन तक चले मंथन के केंद्र में पर्वतीय व ग्रामीण क्षेत्र रहे हैं। राज्य बने हुए 22 वर्ष बीतने के बावजूद इन क्षेत्रों में ढांचागत विकास और बुनियादी सुविधाएं बड़ी चुनौतियों की तरह हैं। परिणाम पर्वतीय क्षेत्रों से लगातार पलायन के रूप में सामने है।
हिमालयी इरादों की जिम्मेदारी मुख्यमंत्री धामी के कंधों पर:
प्रधानमंत्री नरेन्द्र मोदी पर्वतीय क्षेत्रों में ढांचागत विकास की केंद्रीय परियोजनाओं के साथ नई उम्मीदें जगा चुके हैं। पहाड़ की जवानी और पानी को उसी के काम लाने के हिमालयी इरादे को पूरा करने की जिम्मेदारी मुख्यमंत्री पुष्कर सिंह धामी के कंधों पर है।
धामी यह जान रहे हैं कि इस संकल्प को धरातल पर उतारने का दारोमदार उस नौकरशाही पर है, जो नीति नियोजन से लेकर उसके क्रियान्वयन के लिए भी उत्तरदायी है। इसे ध्यान में रखकर ही धामी ने चिंतन शिविर के जरिये सबसे बड़ा काम नौकरशाहों को साधने का किया। बीते वर्ष मुख्यमंत्री के अपने पहले कार्यकाल में ही धामी नौकरशाही को लेकर सतर्कता दिखा चुके हैं।
दूसरे कार्यकाल में उन्होंने जिलों से लेकर शासन स्तर तक तमाम फेरबदल में समय और अवसर के अनुसार अधिकारियों को सबक सिखाने में हिचकिचाहट नहीं दिखाई तो उन पर अपने विश्वास को भी डिगने नहीं दिया है। चंपावत में अपना उपचुनाव और फिर हरिद्वार जिले में त्रिस्तरीय पंचायत चुनाव में जीत दर्ज करने के बाद आत्मविश्वास से भरे मुख्यमंत्री धामी ने अब चिंतन शिविर के माध्यम से विकास के अपने आगामी एजेंडे को अधिक स्पष्ट किया है।
आजीविका और रोजगार के साधनों का विकास आवश्यक:
पर्वतीय क्षेत्रों में आजीविका और रोजगार के साधनों का विकास आवश्यक है। यह भी सच्चाई है कि पर्यावरणीय बंदिशों से घिरे प्रदेश के 80 प्रतिशत से अधिक इस भू-भाग पर ही उत्तराखंड को पर्यटन प्रदेश बनाने का दायित्व है।
तीन दिन तक विभिन्न विभागों और अधिकारियों की ओर से दिए गए प्रस्तुतीकरण में कृषि, बागवानी, उद्यानिकी जैसे आजीविका व रोजगार से जुड़े प्राथमिक क्षेत्र से लेकर सेवा क्षेत्र में नई उमंग भरने की कार्ययोजना पर विचार हुआ है। मुख्यमंत्री धामी ने आने वाले समय में इस कार्ययोजना को अंजाम तक पहुंचाने का इरादा भी जता दिया है।
