शुक्रवार को मुख्य सचिव डॉ. एस.एस. संधु की अध्यक्षता में सचिवालय में फूड सेफ्टी एण्ड ड्रग एडमिनिस्ट्रेशन की राज्य स्तरीय सलाहकार समिति की प्रथम बैठक संपन्न हुई। बैठक के दौरान मुख्य सचिव ने कहा कि खाद्य सुरक्षा एवं मानक अधिनियम – 2006 का प्रभावी क्रियान्वयन सुनिश्चित किया जाए। इसके लिए सभी सम्बन्धित विभागों और हितधारकों को आपसी सहयोग के साथ कार्य करना होगा।
मुख्य सचिव ने सैंपलिंग और टेस्टिंग बढ़ाए जाने के निर्देश देते हुए कहा कि खाद्य पदार्थों में मिलावट को रोकने हेतु कड़े कदम उठाए जाएं। इसके लिए मोबाइल टेस्टिंग वैन की संख्या बढ़ाए जाने की आवश्यकता है। उन्होंने सही, सुरक्षित और पोषक आहार हेतु अभियान में आमजन की भागीदारी सुनिश्चित किए जाने पर बल दिया। उन्होंने राज्य के छोटे-बड़े होटल एवं रेस्टोरेंट के हाइजीन सर्टिफिकेशन पर जोर देते हुए इसे अभियान के रूप में चलाए जाने की बात कही। उन्होंने कहा कि होटल्स को भी हाइजीन रेटिंग प्राप्त करने एवं होटल के बाहर अथवा साइनबोर्ड में प्रदर्शित करने हेतु जागरूक किया जाए, साथ ही लोगों को भी जागरूक किया जाए कि वे हाइजीन रेटिंग देखकर ही होटल रेस्टोरेंट में जाएं। इससे ‘Clean Food Safe Food’ की संस्कृति को बढ़ावा मिलेगा।
मुख्य सचिव ने कहा कि भारतीय खाद्य सुरक्षा एवं मानक प्राधिकरण द्वारा संचालित ‘ईट राइट अभियान’ के उद्देश्य को पूर्ण करने के लिए लोगों को सही भोजन, बेहतर भोजन के विषय में अवगत कराए जाने हेतु प्रयास किए जाएं। विडियोज एवं जिंगल्स के माध्यम से आमजन के साथ ही होटल, रेस्तरां आदि से सम्बन्धित लोगों को भी मौसमी, जैविक तरीके से उगाई गई साग-सब्जियों, तेल, नमक एवं चीनी के कम उपयोग वाले उत्पादों की बिक्री के लिए प्रेरित किया जाए। उन्होंने कैपेसिटी बिल्डिंग पर फोकस करते हुए होटल रेस्टोरेंट से जुड़े लोगों को ऑनलाइन एवं ऑफलाइन माध्यम से लगातार प्रशिक्षण दिए जाने के निर्देश दिए।
मुख्य सचिव ने कहा कि इस्तेमाल किए गए खाद्य तेल के डिस्पोजल और अन्यत्र प्रयोग पर विशेष ध्यान देते हुए इसका लगातार प्रचार प्रसार किया जाए। इसके लिए प्रत्येक होटल रेस्टोरेंट संचालक को खाद्य तेल को बार-बार प्रयोग करने से होने वाले खतरों से अवगत कराते हुए प्रयोग किए जा चुके खाद्य तेल के डिस्पोजल की उचित जानकारी उपलब्ध कराई जाए।
बैठक के दौरान सचिव राधिका झा ने बताया गया कि Repurpose of Used Cooking Oil (RUCO) के तहत मार्च 2022 तक 13777 लीटर यूज्ड कुकिंग ऑयल एकत्र किया गया जिससे आईआईपी देहरादून ने 7000 लीटर बायोडीजल और 6000 लीटर बायोजेट फ्यूल तैयार किया गया।
सचिव राधिका झा ने बताया कि पिछले 2-3 वर्षों में राज्य सरकार खाद्य सुरक्षा के क्षेत्र में लगातार बेहतर कार्य कर रही है। खाद्य सुरक्षा की दृष्टि से राज्य शीर्ष 10 राज्यों में शामिल है। वर्ष 2019-20 में राज्य की 17वीं रैंक थी जो वर्ष 2020-21 में 14वीं हो गई। वर्ष 2021-22 में राज्य की रैंक 7वीं है। उन्होंने कहा कि कैपेसिटी बिल्डिंग के लिए 28 ट्रेनिंग सेशन किए गए जिसमें लगभग 2600 लोगों को प्रशिक्षण दिया गया। साथ ही प्रवर्तन, निरीक्षण, नमूना अभियोजन और न्यायनिर्णयन की लगातार निगरानी की जा रही है।
इस अवसर पर महिला एवं बाल कल्याण विभाग, शिक्षा विभाग, खाद्य आपूर्ति, कृषि एवं अन्य सम्बन्धित विभागों के उच्चाधिकारी भी उपस्थित रहे।
