केन्द्रीय जनजातीय कार्य मंत्री अर्जुन मुण्डा एवं मुख्यमंत्री पुष्कर सिंह धामी ने गुरुवार को जनजाति कार्य मंत्रालय भारत सरकार एवं जनजाति शोध संस्थान एवं संग्रहालय उत्तराखण्ड द्वारा डॉ. बी.आर. अम्बेडकर ओ.एन.जी.सी. स्टेडियम में आयोजित तीन दिवसीय उत्तराखण्ड जनजाति महोत्सव का शुभारम्भ किया। उन्होंने महोत्सव परिसर में प्रदर्शनी स्थल पर जनजाति क्षेत्रों के विभिन्न उत्पादों के स्टालों का अवलोकन भी किया।
इस अवसर पर केन्द्रीय मंत्री अर्जुन मुण्डा ने कहा कि उत्तराखण्ड जनजाति महोत्सव के माध्यम से सभी जनजातियों को एक मंच मिला है। इस आयोजन में जनजातियों के लोक जीवन, सांस्कृतिक विरासत, लोक एवं परम्पराओं को भी जीवन्तता मिली है। उन्होंने कहा कि उत्तराखण्ड के साथ ही झारखण्ड एवं छत्तीसगढ़ का निर्माण पूर्व प्रधानमंत्री स्व. अटल बिहारी वाजपेई ने किया था। हमारे ये प्रदेश विकास की दिशा में निरन्तर आगे बढ़े इसकी जिम्मेदारी हमारी है। उन्होंने प्रदेश के विकास के साथ ही जनजाति कल्याण के लिये उत्तराखण्ड सरकार द्वारा किये जा रहे प्रयासों के लिये मुख्यमंत्री पुष्कर सिंह धामी की सराहना की।
उन्होंने कहा कि प्रधानमंत्री मोदी ने देश में जनजाति समाज को सम्मान देने का कार्य किया है। इसी क्रम में भगवान बिरसा मुण्डा की जयंती को गौरव दिवस के रूप में आयोजित किये जाने का निर्णय लिया गया गया है।
उन्होंने कहा कि उत्तराखण्ड में जनजाति क्षेत्रों के कल्याण एवं शिक्षा आदि व्यवस्थाओं के लिये योजनायें बनायी जायेगी, जिसके लिये उन्होंने मुख्यमंत्री से प्रस्ताव भेजने की अपेक्षा की। उन्होंने कहा कि देश में जनजाति क्षेत्रों में शिक्षा की प्रभावी व्यवस्था के लिये 450 स्कूल खोले जायेंगे जिसके लिये 30 हजार करोड़ की व्यवस्था की गई है।
केन्द्रीय जनजातीय कार्य मंत्री ने कहा कि हमारा प्रयास राज्यों के सहयोग से जनजाति समुदाय को देश की मुख्य धारा से जोड़ना है। उन्होंने राज्य के एकलव्य स्कूलों तथा जनजाति शोध संस्थान की व्यवस्थाओं की भी सराहना की। उन्होंने कहा कि जनजाति क्षेत्रों के विकास से सम्बन्धित मुख्यमंत्री द्वारा जो भी प्रस्ताव भेजे जायेंगे उन पर शीघ्र निर्णय लिये जायेंगे। उन्होंने जनजाति के क्षेत्रों का माइक्रो प्लान बनाने तथा उन्हें आजीविका मिशन कार्यक्रमों से जोड़ने पर भी बल दिया। उन्होंने कहा कि उत्तराखण्ड में जहां 5 जनजातियां हैं वहीं झारखण्ड में 32 जनजाति समुदाय हैं।
इस अवसर पर मुख्यमंत्री पुष्कर सिंह धामी ने केन्द्रीय मंत्री अर्जुन मुण्डा से राज्य के सीमांत जनपदों पिथौरागढ़ और चमोली में जनजातीय छात्रों के लिए दो नए एकलव्य आवासीय विद्यालय खोले जाने, विभागीय विद्यालयों मे पढ़ रहे जनजाति के 5 हजार छात्र-छात्राओं को टेबलेट उपलब्ध कराए जाने, राज्य में स्वतन्त्रता संग्राम सेनानीयों के जीवन परिचय पर आधारित संग्रहालय की स्थापना करने का अनुरोध किया।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उनकी जन्मभूमि और कर्मभूमि दोंनों का संबध जनजाति संस्कृतियों से रहा है। जहां सूदूर पिथौरागढ़ में भोटिया संस्कृति से उनका लगाव रहा, वहीं कर्मभूमि खटीमा की थारु-बुक्सा जनजाति से भी गहरा रिश्ता रहा है। आज देश दुनियां में ग्लोबल वार्मिंग और पर्यावरण संरक्षण को लेकर चिंतन मनन हो रहा है लेकिन हमारी जनजातियां प्रारंभ से ही पर्यावरण संरक्षण पर विशेष ध्यान देती रही हैं। हमारी जनजातीय समूहों का शुरुआत से ही जड़ी-बूटियों को लेकर ज्ञान, उनकी विशेष पहचान रही है। रामायण काल में जब भगवान श्रीराम अपने चौदह वर्ष के वनवास को काट रहे थे तब ये वनवासी ही थे जो आगे बढ़कर भगवान श्रीराम की सहायता करने आए थे। उन्ही के सहयोग से भगवान राम ने महाबली रावण की विशाल सेना को परास्त कर लंका पर विजय प्राप्त की थी। महाभारत काल में भी जनजातियों के बारे में विशेष उल्लेख मिलता है।
