2022 में प्रदेश की सत्ता में वापसी के लिए ताल ठोक रही कांग्रेस ने मतदाताओं को लुभाने के लिए लोकलुभावन वायदों की बिसात बिछा दी है। दरियादिली दिखाते हुए तैयार की गई गुलाबी घोषणाओं की पोटली से युवाओं, महिलाओं, कर्मचारियों, पूर्व सैनिकों, किसानों, वरिष्ठ नागरिकों और अल्पसंख्यकों समेत तमाम वर्गों को रिझाया गया है। बेरोजगारी के हथियार से सरकार पर वार करती रही प्रमुख विपक्षी पार्टी ने चार लाख युवाओं को रोजगार देने का भरोसा दिया है। राज्यवासियों को 200 यूनिट तक निश्शुल्क बिजली, पांच लाख परिवारों को सालाना 40 हजार रुपये की सहायता देने का वायदा पार्टी ने किया है। कांग्रेस ने गैरसैंण को राजधानी बनाने का संकल्प लिया है। साथ ही पार्टी गैरसैंण में अवस्थापना विकास के लिए नीति आयोग के समक्ष विस्तृत कार्ययोजना प्रस्तुत करेगी।
कांग्रेस का उत्तराखंड के लिए जारी घोषणापत्र गुलाबी वायदों से पटा ही है, साथ ही पार्टी ने इसके माध्यम से केंद्र और राज्य में सत्तारूढ़ भाजपा के आरोपों का जवाब देने के साथ पलटवार भी किया। ‘उत्तराखंडी स्वाभिमान प्रतिज्ञा पत्र’ के रूप में जारी इस घोषणापत्र के प्रस्तावना में आजादी के बाद से पंडित जवाहर लाल नेहरू से लेकर 2014 तक केंद्र की कांग्रेस सरकारों के योगदान के बारे में विस्तार से बताया गया है। देश में टीकाकरण में योगदान के लिए नेशनल इंस्टीट्यूट आफ वाइरोलाजी समेत 42 उपलब्धियों का जिक्र किया गया है। भाजपा जिसतरह 2014 के बाद केंद्र की मोदी सरकार की उपलब्धियों को गिनाती रही है, कांग्रेस ने अपने अंदाज में जवाब देने की कोशिश की।
सुधारेंगे राज्य की वित्तीय स्थिति:
कांग्रेस ने सरकार बनने पर सबसे पहले राज्य की वित्तीय स्थिति को दुरुस्त करने का संकल्प जताया है। वित्तीय और मानव संसाधन विकास व प्रबंधन को सर्वोच्च प्राथमिकता देने और इसके लिए पारदर्शी प्रबंध तंत्र की स्थापना की जाएगी। नए वित्तीय संसाधनों के विकास, निष्प्रयोज्य सरकारी संपत्तियों के राज्य व समाज हित में उपयोग का भरोसा पार्टी ने दिया है।
जन भागीदारी से जन कल्याण:
कांग्रेस ने कहा है कि विकास में जनता की भागीदारी सुनिश्चित की जाएगी। सरकारी नौकरी पर लगी रोक तत्काल हटाई जाएगी। रिक्त पदों पर एक वर्ष के भीतर भर्ती प्रक्रिया आरंभ होगी। चतुर्थ श्रेणी की रिक्तियों को दोबारा भरा जाएगा। श्रेणी-तीन और श्रेणी-चार की नौकरी, प्राथमिक व उच्च प्राथमिक शिक्षकों का ब्लाक कैडर बनाया जाएगा। अतिथि शिक्षकों की नियुक्ति में ब्लाक कैडर व्यवस्था लागू की जाएगी। तीन वर्ष से अधिक समय तक बेरोजगार युवाओं को न्याय योजना के तहत विशेष बेरोजगारी भत्ता दिया जाएगा। उपनल व अनुबंध में लंबे समय से कार्यरत कर्मियों का चरणबद्ध तरीके से नियमितीकरण किया जाएगा। सात विभागों में महिलाओं को प्राथमिकता से भर्ती किया जाएगा। पुलिस विभाग समेत 40 प्रतिशत नौकरियों में महिलाओं को प्राथमिकता दी जाएगी।
57 हजार रिक्त पद भरेंगे:
कांग्रेस ने वर्तमान में रिक्त 57 हजार पदों को पहले साल में भरने और प्रति वर्ष सरकारी नौकरी और नियुक्तियों पर लगी रोक हटाने की बात कही है। सरकारी नौकरी में प्रति वर्ष 10 प्रतिशत की वृद्धि करने, 10 करोड़ से अधिक धनराशि की योजनाओं की स्वीकृति के समय रोजगार सृजन क्षमता को अर्हता मानक माना जाएगा।
महिलाओं के लिए 49 बिंदु
महिलाओं के लिए 49 बिंदुओं पर शक्ति विधान महिला घोषणापत्र जारी किया गया है। इसमें महिलाओं के स्वाभिमान, स्वावलंबन, शिक्षा, समानता, सम्मान, सेहत व सुरक्षा को आधारबिंदु मानते हुए अगले पांच वर्ष में समयबद्ध लक्ष्य आधारित कार्यक्रम बनाने की बात कही गई है। महिला हेल्पलाइन समेत महिलाओं को तकरीबन हर क्षेत्र में प्राथमिकता देने पर जोर दिया गया है। अवैध खनन बंद करने और खनन को उद्योग व व्यापार के रूप में मान्यता व सम्मान दिया जाएगा।
घोषणापत्र के मुख्य बिंदु:
राज्य पुलिस कर्मियों को 4600 रुपये ग्रेड वेतन।
राज्य की पहली स्पोट्र्स यूनिवर्सिटी बनेगी।
मेरे बुजुर्ग मेरे तीर्थ यात्रा फिर से होगी शुरू, सभी वृद्ध जनों को देंगे पेंशन।
किसान आंदोलन के दौरान मुकदमें वापस लेंगे।
साहित्य और रंगमंच की विधाओं के प्रोत्साहन के लिए उत्तराखंड साहित्य अकादमी, फिल्म अकादमी और रंग कला अकादमी की स्थापना करेंगे।
राज्य में लागू होगी लोकायुक्त व्यवस्था।
पुलिस विभाग में 40 प्रतिशत स्थान महिलाओं के लिए होंगे आरक्षित।
राज्य के 15 ब्लाकों को सघन फल पट्टियों के रूप में करेंगे विकसित।
