उत्तराखंड में कृषि एवं उद्यान से जुड़ी योजनाओं के कागजों पर दर्शाए गए सुनहरे आंकड़ों पर स्वयं विभागीय मंत्री गणेश जोशी ने प्रश्नचिह्न लगा दिया। अपने शिविर कार्यालय में बुलाई गई दोनों विभागों की समीक्षा बैठक में कैबिनेट मंत्री जोशी ने कागजों में दर्शाए गए जैविक खेती के 34 प्रतिशत क्षेत्र के बारे में पूछा। अधिकारियों ने स्वीकारा कि यह आंकड़ा 20 प्रतिशत से अधिक नहीं है। इस पर उन्होंने कड़ा रुख अपनाते हुए अधिकारियों को खरी-खरी सुनाई।
कैबिनेट मंत्री जोशी ने अधिकारियों से कहा कि वे बैठकों में केवल कागजी आंकड़े प्रस्तुत करना बंद कर दें। कागजों पर सुनहरे आंकड़े दिखाने के बजाय जमीन पर हो रहे काम दिखाएं। उन्होंने कहा कि वह एक फौजी भी हैं और सुनहरे दिखने वाले जो आंकड़े कागज पर प्रस्तुत किए गए हैं, उनका वह धरातलीय परीक्षण करेंगे। उन्होंने अधिकारियों को निर्देश दिए कि 15 दिनों के भीतर उन्हें वास्तविक तथ्यों के साथ स्पष्ट रोड मैप उपलब्ध कराएं, वह स्वयं इसका जमीनी सत्यापन करेंगे।
किसानों से संवाद को काल सेंटर
कृषि एवं कृषक कल्याण मंत्री ने कहा कि किसानों को केंद्र व राज्य सरकार की योजनाओं की जानकारी देने और उनकी समस्याओं के त्वरित समाधान के लिए किसानों से सीधा संवाद होना चाहिए। अधिकारी इसकी व्यवस्था करें। उन्होंने कहा कि जब प्रधानमंत्री और केंद्रीय कृषि एवं कृषक कल्याण मंत्री सीधे किसानों से संवाद कर सकते हैं तो हम क्यों नहीं। उन्होंने निर्देश दिए कि जल्द ही काल सेंटर स्थापित किया जाए, जिससे राज्य के सभी 95 विकासखंडों को जोड़ा जाए। काल सेंटर के माध्यम से उनके साथ ही विभाग के आला अधिकारियों द्वारा नियमित रूप से रोटेशन के आधार पर किसानों से संवाद किया जाएगा।
चार लाख किसानों को दिलाएंगे लाभ:
कैबिनेट मंत्री ने कहा कि मुख्यमंत्री ने किसान प्रोत्साहन राशि देने की घोषणा की है। इसके अंतर्गत चार लाख से अधिक किसानों को लाभान्वित किया जाएगा, जिस पर 190 करोड़ का व्यय अनुमानित है। उन्होंने राज्य में किसानों को दी जाने वाली सब्सिडी की राशि को कम बताया और इसे बढ़ाने के मद्देनजर अन्य राज्यों की स्थिति का अध्ययन करने के निर्देश दिए।
