मोहन चंद्र कांडपाल ने ‘पानी बोओ, पानी उगाओ’ के नारे के साथ जल संरक्षण की अनूठी मुहिम चलाई। उन्होंने बंजर खेतों को आबाद करने और वर्षा जल को संचित करने के लिए छोटे तालाब बनाए। उनके प्रयासों से 22 जलस्रोत पुनर्जीवित हुए और रिस्कन नदी सदानीरा बनी। उन्हें छठा राष्ट्रीय जल पुरस्कार मिला है और अब वह इस मुहिम को राज्य स्तर पर ले जाने की तैयारी कर रहे हैं।
बीज बोने से अन्न मिलता है तो पानी बोने से जल कैसे नहीं मिलेगा। इसके लिए या तो बंजर पड़े खेतों को आबाद करना होगा अथवा उनमें खाल (छोटे तालाब) बनाकर वर्षा के पानी को रोकना होगा। इसी पुनीत कार्य से उत्तराखंड के गांवों की तकदीर बदलेगी।
इसी सोच को मुहिम में बदल पिछले 13 वर्षों से मोहन चंद्र कांडपाल ने जो बीडा उठाया है, परिणाम सुकून भी दे रहे। कुल 22 जलस्रोत पुनर्जीवित हुए तो दम तोड़ चुकी रिस्कन नदी अब सदानीरा बनती जा रही है।
पर्यावरण प्रेमी मोहन चंद्र कांडपाल के इसी भगीरथ प्रयासों का नतीजा है कि उन्हें मंगलवार को छठा राष्ट्रीय जल पुरस्कार प्रदान किया गया है। इससे उत्साहित यह पर्यावरण वाले मास्साब अब राज्य स्तर पर इस मुहिम को चलाने की तैयारी में अभी से जुट गए हैं।
कानपुर से लौटे गांव, पलायन व पानी की पीड़ा ने रोक दिया
वर्ष 1966 में द्वाराहाट विकासखंड के सुदूर कांडे गांव में पैदा हुए मोहन कांडपाल बैंक में कार्यरत अपने पिता के साथ पांच वर्ष की आयु में कानपुर चले गए।
स्वामी विवेकानंद के विचारों से प्रभावित मोहन वर्ष 1984 में अपने घर कांडे वापस आकर पलायन और पानी की मार से बेजार हो चले गांवों की स्थिति को देख चिंतित हुए। तभी से उन्होंने पर्यावरण बचाने का संकल्प लिया।
पर्यावरण चेतना मंच बनाया
वर्ष 1990 में रसायन विज्ञान से परास्नातक करने के पश्चात वह आदर्श इंटर कालेज सुरईखेत में व्याख्याता के पद पर नियुक्त हो गए। पर्यावरण चेतना मंच का गठन कर विद्यालय की छुट्टी के बाद उन्होंने क्षेत्र के बच्चों और युवाओं को पर्यावरण की शिक्षा देना भी शुरू किया।
महिला मंगल दल बनाए, मातृशक्ति बनी ढाल
रोजगार की तलाश में पलायन से गांव खाली होते जा रहे थे। तब मोहन कांडपाल ने महिलाओं को जागृत करने के मकसद से द्वाराहाट और भिकियासैंण विकासखंड में 62 महिला मंगल दलों का गठन कर अपनी मुहिम आगे बढ़ाई।
इस गांवों के चारों ओर एक लाख से अधिक पौधों का रोपण किया गया। पानी की समस्या से जूझ रही महिलाओं को खेती करने के लिए प्रोत्साहित करने के लिए 2012 में पानी बोओ पानी उगाओ अभियान चलाया।
जो आज भी जारी है। इस अभियान के तहत अपने मित्रों को साथ लेकर और जन सहयोग से मोहन कांडपाल पांच हजार से अधिक खाल (छोटे तालाब) बना चुके हैं। वर्षा जल के कारण वर्तमान में सभी लबालब भरे हैं।
2005 के आसपास लगभग सूख चुकी चालीस किमी लंबी रिस्कन नदी में अब पानी रहने के कारण करीब 45 हजार की आबादी लाभांवित हो रही है।
भारत सरकार की टीम ने लिया था गोपनीय जायजा
राष्ट्रीय जल पुरस्कार मिलने की सूचना जागरण की ओर से मिलने के बाद मोहन कांडपाल बेहद प्रसन्न नजर आए। बताया कि बीते सितंबर भारत सरकार की टीम ने क्षेत्र का गुपचुप दौरा कर उनकी ओर से कराए गए कार्यों का निरीक्षण किया था। आज पुरस्कार मिलना इस क्षेत्र की जनता के लिए सम्मान की बात है। अब फरवरी 2026 में सेवानिवृत्त होने के बाद इस मुहिम को पूरे प्रदेश में चलाया जाएगा।
