मुख्यमंत्री पुष्कर सिंह धामी ने बुधवार को सर्वे ऑफ इण्डिया सभागार, देहरादून में भारत सरकार द्वारा वित पोषित ए हेल्प (Accredited Agent For Health and Extension of Livestock Production) योजनान्तर्गत पशु सखी के प्रशिक्षण कार्यक्रम का शुभारम्भ किया। इस अवसर पर मुख्यमंत्री द्वारा 23 ए हेल्प कार्यकत्रियों को ए हेल्प किट वितरित किए गए।
पशु सखी प्रशिक्षण के पश्चात ए हेल्प कार्यकत्री पशुपालन विभाग एवं पशुपालकों के बीच संयोजक कड़ी का काम करेंगी तथा पशुपालकों को सरकार की सभी योजनाओं की जानकारी भी उपलब्ध करायेगी। ए हेल्प योजना द्वारा राष्ट्रीय ग्रामीण आजीविका मिशन के स्वयं सहायता समूह की महिला सदस्यों को विभिन्न योजनाओं में भारत सरकार द्वारा निर्धारित मानदेय प्राप्त करने का अवसर मिलेगा। ए हेल्प कार्यकत्री, क्षेत्र के समस्त पशुधन और कुक्कुट संख्या का रिकॉर्ड भी ब्लॉक स्तर के पशु चिकित्सकों के साथ साझा करेंगी। इससे पशुपालन गतिविधियों का क्रियान्वयन आसान तो होगा ही दुग्ध उत्पादन पर भी सीधा असर पड़ेगा। इसके अलावा वे चारा उत्पादन के लिये पशुपालकों को प्रोत्साहित भी करेंगी जिससे वे चारे की पूर्ति के लिए आत्मनिर्भर बनें। प्रत्येक ए-हेल्प कार्यकत्री को फर्स्ट-एड किट भी दी जायेगी जिससे वे पशुपालकों की प्रारंभिक स्वास्थ्य आवश्यकताओं की पूर्ति कर सकें।
इस अवसर पर मुख्यमंत्री धामी ने कहा कि यह गर्व का विषय है कि उत्तराखण्ड, मध्य प्रदेश और कश्मीर के बाद पशु सखी टै्रनिंग प्रोग्राम शुरू करने वाला देश का तीसरा राज्य बन गया है। यह प्रशिक्षण कार्यक्रम महिलाओं को आत्मनिर्भर बनाने में मील का पत्थर साबित होगी। मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड को हर क्षेत्र में मॉडल स्टेट बनाया जा सकता है। भारत सरकार की विभिन्न क्षेत्रों की योजनाओं का उत्तराखण्ड में शत प्रतिशत लक्ष्य प्राप्त करने की अच्छी संभावनाएं हैं। यह देश के लिए हर क्षेत्र में एक मॉडल राज्य बन सकता है।

मुख्यमंत्री धामी ने कहा कि प्रधानमंत्री नरेंद्र मोदी के नेतृत्वकाल में आज देशभर में करीब 23 करोड़ महिलाओं को जन धन खातों के साथ ही सर्वाधिक विभिन्न योजनाओं का लाभ सीधे महिला शक्ति को मिल रहा है। आज प्रधानमंत्री जी के नेतृत्व वाली सरकार ने प्रत्येक क्षेत्र में महिलाओं को आगे बढाने का कार्य किया है। आज वित्तीय समावेश से लेकर सामाजिक सुरक्षा, गुणवत्तापूर्ण स्वास्थ्य सेवा से लेकर आवास, शिक्षा से लेकर उद्यमिता तक, हमारी नारी शक्ति को भारत की विकास यात्रा में सबसे आगे रखने के लिए कई प्रयास किए गए हैं। यह प्रयास आने वाले समय में और भी अधिक उत्साह के साथ जारी रहेंगे।
मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि उत्तराखण्ड सरकार ने भी सरकारी नौकरियों में महिलाओं को 30 प्रतिशत आरक्षण का संपूर्ण लाभ देने के लिए जिस तेज गति से काम किया, उससे आप राज्य सरकार की प्रतिबद्धता को समझ सकते हैं। आज प्रदेश की समस्त माताओं और बहनों ने अपने अथक परिश्रम से जहां एक ओर आर्थिक रूप से अपने आपको आत्मनिर्भर बनाने का कार्य किया है वहीं देवभूमि की सभ्यता और संस्कृति को भी जीवंत रखा है। पूर्ण विश्वास है कि आज प्रारंभ हो रही यह विशिष्ट योजना हमारी सरकार के “सशक्त मातृशक्ति सशक्त राज्य“ के संकल्प को और अधिक मजबूत करेगी। जिस प्रकार मातृ शक्ति ने समय-समय पर अपनी क्षमताओं से प्रदेश का गौरव और सम्मान बढ़ाने का कार्य किया है, उसी प्रकार हमारी सरकार के सर्वश्रेष्ठ उत्तराखण्ड निर्माण के “विकल्प रहित संकल्प“ की सिद्धि के लिए भी मातृ शक्ति अपना योगदान सुनिश्चित करेंगी।
