The conflict between the Center and the Delhi government is increasing over the distribution of ration in the capital of the country. While Chief Minister Arvind Kejriwal is talking about implementing the door-to-door ration scheme, the Center has increased pressure on the Delhi government to implement the One Nation, One Ration Card scheme. The Center has told the Delhi government that several provisions under the National Food Security Act (NFSA) 2013 are yet to be implemented in Delhi. All these provisions are mandatory for the implementation of the One Nation, One Ration Card scheme. The Center has directed the state government to implement them completely this month and give a detailed report by June 30.
Director (Public Distribution) of the Department of Food and Public Distribution under the Union Ministry of Consumer Affairs, Food and Public Distribution D.K. Gupta has written a letter to the Food Supplies Secretary cum Commissioner of Delhi saying that the Delhi government is not adopting transparency in the distribution of cheap ration being given to the poor in Delhi. It has been said in the letter that under the NFSA, the central government has been continuously seeking information from the Delhi government regarding many provisions for the last several years. At the same time, she is also asking to follow them, but the Delhi government has not taken any initiative in this direction.
In his letter, Gupta has raised an objection that the e-POS system has not been implemented at all fair price shops in Delhi under Section 12 of NFSA. Due to this, migrant workers are facing difficulty in getting ration. No machinery has been erected and no provision for social audit has been made to monitor the ration distribution system of fair price shops under section 28.
