केन्द्रीय स्वास्थ्य मंत्री डॉ. मनसुख मांडविया एवं मुख्यमंत्री पुष्कर सिंह धामी ने शुक्रवार को उत्तराखण्ड में स्वास्थ्य से संबंधित लगभग 182 करोड़ रूपये की चार परियोजनाओं का शिलान्यास किया। जिसमें 124.10 करोड़ की लागत से दून मेडिकल कॉलेज में 500 शैय्या के नवीन ब्लॉक का निर्माण, रूद्रप्रयाग में 20.38 करोड़ की लागत से क्रिटिकल केयर ब्लॉक का निर्माण, श्रीनगर मेडिकल कॉलेज में 18.80 करोड़ की लागत से क्रिटिकल केयर ब्लॉक का निर्माण एवं हल्द्वानी (नैनीताल) में 19.48 करोड़ की लागत से क्रिटिकल केयर ब्लॉक का निर्माण कार्य शामिल है। मुख्यमंत्री आवास स्थित मुख्य सेवक सदन में आयोजित कार्यक्रम में केन्द्रीय स्वास्थ्य मंत्री डॉ. मनसुख मांडविया जोशीमठ से वर्चुअल माध्यम से जुड़े।
इस दौरान केन्द्रीय स्वास्थ्य मंत्री डॉ. मनसुख मांडविया ने कहा कि आज राज्य में 180 करोड़ से अधिक कार्यों का शिलान्यास हुआ है। उत्तराखण्ड विकास की ओर तेजी से आगे बढ़ रहा है। यदि राज्य सरकार केन्द्र द्वारा दिये गये लक्ष्य को प्राप्त करती है, तो राज्य को धन की कोई कमी न हो, इसका हमारा प्रयास रहता है। उन्होंने कहा कि मैं कल से उत्तराखण्ड में हूं, नीति एवं मलारी गांव में भ्रमण के दौरान इन गांवों में जनता के साथ संवाद स्थापित करने का अवसर मिला। मलारी गांव के हेल्थ एण्ड वेलनेस सेंटर की कम्यूनिटी हेथ ऑफिसर ने कहा कि यहां बड़े अस्पताल नहीं है, फिर भी यहां बड़े डॉक्टर की सुविधा मिलती है।
केन्द्रीय मंत्री ने राज्य सरकार के प्रयासों को सराहा:
केन्द्रीय स्वास्थ्य मंत्री ने कहा कि गांव में काम करने वाले किसान एवं गरीब लोग जब ईलाज के लिए हेल्थ और वेलनेस सेंटर में जाते हैं, स्पेशलिस्ट डॉक्टर की सलाह उनको मिल जाती है, तो उन्हें जिला अस्पताल या अन्य अस्पतालों में जाने की आवश्यकता नहीं पड़ती है। यह व्यवस्था सुचारू रूप से संचालित करने के लिए उन्होंने राज्य सरकार का आभार व्यक्त किया।
स्वस्थ समाज से ही समृद्ध राष्ट्र का निर्माण संभव:
केन्द्रीय स्वास्थ्य मंत्री ने कहा कि देश में प्रधानमंत्री नरेन्द्र मोदी जी के नेतृत्व में और उत्तराखण्ड में मुख्यमंत्री पुष्कर सिंह धामी के नेतृत्व में प्रदेश का हेल्थ सेक्टर बदल रहा है। उन्होंने कहा कि प्रधानमंत्री जी ने कहा कि हम अमृत काल में देश को विकसित राष्ट्र बनायेंगे। इसके लिए हमारी प्राथमिकता है कि देश के नागरिक स्वस्थ रहें। स्वस्थ समाज ही समृद्ध राष्ट्र का निर्माण कर सकता है। देश के हेल्थ सेक्टर को पहली बार विकास के साथ मोदी जी ने जोड़ा। स्वास्थ्य के क्षेत्र में हर सेक्टर में होलिस्टिक एप्रोच के साथ कार्य किये जा रहे हैं। 2014 से अब तक स्वास्थ्य के क्षेत्र में देश में तेजी से सुधार हुआ है।
उत्तराखण्ड में होलिस्टिक हेल्थ कवरेज के लिए राज्य को एम्स के साथ ही एम्स का सेटेलाइट सेंटर भी दिया गया है। देश में 1 लाख 56 हजार हेल्थ एवं वेलनेस सेंटरों में आज मुफ्त इलाज हो रहा है। देश में टर्सरी हेल्थ केयर, सेकेण्डरी हेल्थ केयर एवं प्रायमरी हेल्थ केयर को सुनिश्चित करने के लिए हेल्थ इन्फ्रास्टक्चर खड़ा करने की आवश्यकता होती है। इसके लिए देश में आयुष्मान भारत हेल्थ इन्फ्रास्टक्चर मिशन चलाया जाता है। देश में क्रिटिकल हेल्थ केयर के लिए 64 हजार करोड़ रूपये 05 साल में खर्च किये जायेंगे। 01 जनपद में औसतन 100 करोड़ रूपये हेल्थ इन्फ्रास्टक्चर के लिए खर्च किया जा रहा है। भारत में ब्रेन पॉवर एवं मेन पॉवर की कभी कमी नहीं थी। भारत सामर्थ्यवान देश है, सवाल था देश के नागरिक को अवसर देने का, जब अब देश के नागरिक को अवसर मिल रहा है, तो नतीजा हमेशा बेहतर होता है।
टी.बी मुक्त उत्तराखण्ड के लिए प्रयासों की कि सराहना:
केन्द्रीय स्वास्थ्य मंत्री ने कहा कि चार दिन पूर्व वाराणसी में विश्व के 40 देशों के प्रतिनिधि टी.बी समिट के लिए आये थे। यूनाइटेड नेशन ने स्टॉप टी.बी अभियान चलाया है। विभिन्न देशों से आये प्रतिनिधियों को हम हेल्थ एवं वेलनेस सेंटर में ले गये। जिसमें कई देशों के स्वास्थ्य मंत्री भी थे। इन सेंटरों में हमारी आशा बहने, ए.एन.एम., डॉक्टर्स, टी.बी. के मरीज और निक्षय मित्र उनसे संवाद कर रहे थे, तो उन्होने विदेशी प्रतिनिधियों को हेल्थ सिस्टम से संबंधित अनेक जानकारियां दी। केन्द्र सरकार ने सभी जन प्रतिनिधियों, सामाजिक संस्थाओं एवं अधिकारियों को क्षय रोगियों को गोद लेने का आह्वान किया है। इसमें सबका पूरा सहयोग मिला।
उन्होंने प्रसन्नता व्यक्त की कि उत्तराखण्ड में जितने भी टी.बी. के मरीज हैं, उनको किसी न किसी ने गोद लिया है। उन्होंने कहा कि मुझे पुष्कर सिंह धामी के नेतृत्व वाली उत्तराखण्ड सरकार पर भरोसा है कि उत्तराखण्ड देश का पहला ऐसा राज्य बने जो सबसे पहले टी.बी मुक्त हो। प्रधानमंत्री जी की उपस्थिति में हमें घोषणा करने का अवसर मिले कि उत्तराखण्ड पहला राज्य बना है, जो टी.बी. मुक्त हो गया। उन्होंने कहा कि जो कार्य राज्य सरकार ने आज हाथ में लिया है, इस पर कार्य तेज गति से हां। इसके लिए केन्द्र सरकार द्वारा पूरी मदद दी जायेगी। केन्द्रीय स्वास्थ्य मंत्री ने कहा कि देश की जनता की आस्था से जुड़े चारधाम यात्रा के लिए राज्य सरकार अच्छा कार्य कर रही है। आगामी चारधाम यात्रा के लिए राज्य सरकार द्वारा स्वास्थ्य के क्षेत्र में जो अपेक्षा रखी गई है, हेल्थ सेक्टर में चारधाम के लिए राज्य को उनकी अपेक्षा से भी अधिक सहयोग मिलेगा।
